The chengguan are probably more feared and disliked group of violent dicks that any other government approved group of violent dicks in China. Officially known as the City Urban Administrative and Law Enforcement Bureau, they've managed to earn a unique reputation on the Chinese internet as some of the biggest assholes ever to grace the surface of the planet Earth. No mean feat when you see the competition they're up against.
Social networks are rife with video footage of the so-called "officers" violent outbursts that largely go unpunished, with local people often left wondering what the hell they did wrong. In this particular case, a watchtower at an army barracks was deemed to violate zoning laws, and was set to be demolished.
Luckily the cheng guan were on hand to make sure the the demolition went smoothly. When faced with a number of highly trained military officers, whose status as registered lethal weapons might be in doubt after they had their assess handed to them by a load o baijiu swilling louts who think it's cool to go stomping on people's heads.
You may notice, as well that the chengguan are kitted out in their shiny new uniforms which includes stab-proof vests, an assortment stylish helmets and a complete disregard for the law.
